I have the honour to transmit to you a copy
of the correspondence noted in the margin, respecting the arrival
in this Colony of two distressed British seamen, without the usual
conveyance 'order to invite your attention to the manifest unfair-
ness in burdening the taxpayers of Hongkong with the cost of
repatriation of distressed British subjects in this and in similar
cases.

2.

I trust that you will agree with me in the
opinion that this Colony should not be made the receptacle of
destitutes either from Venice or from any of the neighbouring ports
and that you will have the matter brought to the notice of the
Foreign Office.
